Administration
Department
This department is responsible for the day-to-day
administration of County affairs. Be sure to check out the Mendocino

Economic Development Guide, if interested in
working toward preserving the present quality of life in Mendocino
County. Development often does bring jobs, but it comes with a price
- usually an increase in crowding, pollution, crime, environmental
degradation, wildlife habitat destruction, disparity between the
rich and poor, and housing costs. It helps to know what the local
government intends to do and to give away in order to attract more
businesses to the county.

are very important, and offer the best opportunity for voters
to make a significant change in the "business as usual"
political structure. Voters who really want to make a difference
and desire a greater range of choice need to actively participate
in every Primary Election! )
This site shows the results from the June 2, 1998
- Primary Election. Select the race, review the candidates, then
examine the total number of votes and the percentage of those
votes tallied in each of the five Districts of Mendocino County,
plus the incorporated/unincorporated areas. There are also countywide
statistics broken down by registered voters and voter turnout
for the GREEN, LIBERTARIAN, and PEACE AND FREEDOM political parties,
as well as statistics for NONPARTISAN voters.
( For Your Information - according to statistics
from the US Bureau of the Census, there were 58,486 people over
the age of 18 in Mendocino County in 1990. The Mendocino County
Assessor - County Clerk - Recorder counted a total of 46,961 Registered
Voters, and a Total Voter Turnout of 24,001for the 1998 Primary
Election. This breaks down to no more than 80.3% of those people
of voting age in Mendocino County registered to vote, which is
a relatively high number when compared to the national average.
However, only 41.0% of those people of voting age in Mendocino
County actually voted, or only 51.1% of the Registered Voters
decided which candidates would be on the ballot in November. )

The Grand Jury is intended to act as an investigating
body of complaints placed against public agencies. To find out how
well a given agency is following its own procedures and guidelines
it is instructive to search the Grand Jury Final Report - Table

Planning
& Building Services
The Department of Planning and Building Services
doesn't just deal with the state and local regulations for building
construction. They also have the very significant duties of overseeing
the administration and enforcement of state and local land use planning
and zoning laws. Additionally, they prepare, administer and implement
the County General Plan, Local Coastal Element of the County General
Plan and Airport Land Use Plans. These governmental functions have
some of the most direct and extensive consequences on the life and
health of the community and its supporting environment.
If existing land use planning and zoning laws are
not enforced there can be detrimental results: such as the numerous
development violations of the existing County General Plan. Conversely,
if no laws and/or ordinances are in place to protect the easily
exploited ( such as the social/physical structures of our neighborhoods
and communities ) then those bent on their own financial gain, no
matter what is lost, will do what they chose, leaving the lives
of everyone in the community diminished.

- About Counties - Introduction
NACo ( National Association of Counties ) collects,
researches, publishes and disseminates a variety of different information
for, on and about U.S. counties. NACo maintains a comprehensive
database of information on its member counties, including a listing
of county officials, and links to the HPI InfoSystem, which provides
nationwide county statistics such as economic and demographic data.
In addition, NACo is developing a database of county policies, ordinances,
codes and model programs that can be used as examples for other
counties.
